Place the chocolate chips in a microwave-safe demitasse cup or small ramekin.
Add enough half and half to almost cover the chips.
Heat the cup in the microwave for 10 second intervals until the half and half is hot. The chips may not be melted yet, but they will met further as you stir the mixture. Stir the mixture with a fork until very smooth.
Serve with fruit, cake, and cookie dippers.
